How to approach Polity in CSAT-2015?
Yes, after all the purpose of doing this answerkey majoori is not cut-off speculation but to fine tune strategy for next year.
- NCERT Political science must be read. Even though no questions came from CSAT-2014), but it has its utilities.
- Indian Polity by M.Laxmikanth (Tata Macgrawhill Publication) must be used as Base-book for polity theory. All chapters, appendix must be prepared in thorough detail, all mock questions must be solved. Although recent exams have been mainly focused President, parliament and DPSP chapters and overall easier nature of question compared to last year. BUT you cannot take anything for granted in UPSC.
- India Yearbook’s Chapter 3 (Polity) must be read.
- Polity Current affairs must be prepared throughout the year, from TheHINDU.
- Because, even though current polity not asked in CSAT-2014, but Mains-2013 GS paper II descriptive questions on polity, had the current flavor.
- Besides Current Polity important for interviews and backup exams (SSC, CAPF) etc. anyways.

But the word “no confidence motion” itself is not given in Constitution itself, it comes from Rule 198 of LokSabha Rules. Therefore statement 1 is right, NCM not in Constitution.
- Same chapter page 22.29. Rajya Sabha cannot pass cannot remove council of ministers by passing no-confidence motion. Meaning- statement 2 also correct- no confidence motion can be introduced, only in Lok Sabha.
- Therefore, Answer C Both 1 and 2 correct.

gs 1 attempted 58q but only coreect is 38q so getting 62marks. gs 2 attemted 58q getting 51q correct so 121marks , total 183 . gen cat doing shift job in psu, i think my preparation is below average , so i should again understand study plan from mrunal article and follow. for success in 2015. i m very weak in geography so i have to read ncert from 6 to 12 or only 11,12.
i thnk Geo 11 & 12 would suffice and u must go thru Cheng leong book… its a must… Also While reading Geo, always keep maps with u, locate points, see the effects of geographical features.. It may seem a lot to do, but believe me.. in this way, it will help.
Bro – don’t loose heart… I work in a pvt org and spend 10 hrs in office daily… my prep was just 4 months and I’m also expecting somewhere around 180-190… study when you can… and there is 1 more year to prepare… study hard and you can crack… I think if one follows the right strategy and study 4-6 hrs diligently, prelims shud be a cakewalk especially CSAT paper II. If one can get 160 in paper II and 80 in paper I, it is more than enough to get thru… Atleast am confident of cracking Prelims atleast next year… So dont fret and study for next year… I dint think twice after the exam… came back in the evening and started to study :) Cheers and all the best!

Attempted in Paper I but got 27 wrong so effective score comes out to be ~30 and in Paper II atempted 59 questions got 13 wrong so effective score is 120+ Total comes out to be 150+ which I know is a very bad score. But I know next year I’ll be able to crack it because this score was out of no effort and no preparation(Literally no preparation.)
Yes. You are correct!…I am also same…I work for a private company in Bangalore. I spend 9 hours a day in job. Sometimes weekends as well. I just prepared intermittently for a 4 months…I am getting 51+147= 198 (1 st attempt), I am feeling lazy to start preparing for next year, but i will start soon. Thing is it’s little hectic to manage study with job…I might quit job and study next year if I clear Prelims-2015.
Boss, boost up. I am in PSU. Many Weaker section fellas also doing job here. Not just GEN category and we get only 3-4 hrs a day to study.
For Geography, study Periyar and G.C.Leong. They will suffice for PRE. For mains you can go through NCERT. But given cost benefit analysis majority of questions can be attempted by reading these two books and some bits from economics.

Planning commission deals with the concept of planning in India and it is often argued that it encroaches the domain of Finance Commission . So Finance Commission should also be included in “Planning” in India so this rules out C . Parliament approves the plan so confused if it is associated with Planning as well .Some cabinet ministers are associated with composition of planning commission but its not always that rural and urban cabinet will “always” be associated with Planning ( only Planning and Finance ministers are ex-officio members of Planning commission ) – so this rules out D .2 is 100% correct so option shud be A i.e (1,2,5)
Mrunal sir, I dont want to stretch the debate about expected cutoffs but i have applied only for forest services and i m getting 220+-10 (gen)according to various answer keys. I am in big dilemma now that should I prepare for mains or start my prep for next year prelims. I am into a job and will quit it for preparation of mains of ifos, I cnt wait for upsc to declare the result as it would be too late for me.

210 is a decent score considering the toughness level of GS and lengthy paper 2. However, I think the GEN cut off for IFoS would be close to 220(+/-5) so, yours is a borderline score as the IFoS cut offs are generally a bit higher than CSP.

So if you are done with most of your syllabus and well prepared for mains, then you can take a risk else it’s futile wasting your time, if you’re still left with a substantial portion of the syllabus.

mrunal sir i think in constitutional government ques both of them are correct because state authority means sovereignity and state is sovereign and govt can curtail individual liberty to maintain its sovereignity.
so i think both of them shud be correct.
Sir with all due respect Art 19 deals with freedom of speech and expression, to form group etc. It is article 21 which deals with liberty of an individual and article 21 can not be suspended even during emergency. moreover in Menaka Gandhi Vs UOI case Supreme Court has opined that Liberty can not be qualified or diluted. Shouldn’t we separate liberty from freedom of speech and expression etc? As both are dealt in two different articles.

the cabinet secretariat question is from laxmikanth,directly copied dicto from the practice questions given in the back of laxmikanth polity book.
but in article 21 also it is written “except according to procedure established by law”. It means parliament may place reasonable restrictions.

Sir, the option: No confidence motion can be introduced in lok sabha only is incorrect..
No confidence motion ‘can’ be passed by lok sabha only..it ‘cant’ be passed by rajya sabha as it is meant to dissolve the lok sabha..
However there s no restriction in our constitution for its introduction inRAjya Sabha..thus it can be introduced in Rajya sabha also..

Dont think about your preliminary score, just start your preparing for mains. Nobody knows how upsc puts a cut off. If you get a chance you can attend mains or else you can attempt next year. Think about it.. Good luck.
I have read comments that some people are considering that Mrunal is publicizing any book which is not true. Laxmikant and Ramesh singh for ecnomy are basic book. Read their latest edition…free ebooks(latest edition) are also available on Facebook Group ( Team work for Prelims 2014) they are worth reading. I didnt have time to refer to more books but i think my concepts are clear because of these books and Mrunal+aspire ias. I really owe to Mrunal and Aspire for writing articles with crystal clear concepts.

Sir my view on question related to constitutional govt. “restriction on individual (citizen’s) liberty” exists both in constitutional govt(though limited) and monarchical system or any other system. But the main purpose of constitutional govt is to limit the discretionary power of the ruling authority and making it to abide by rules given in the constitution to rule the people. So my answer is only option 2 that is to limit state authority.

Even i clicked D reason because country and Town planning are related to Ministry of Urban development in which Planning commission has no role to play. PC can only advise. For Finance commission option, its main function is for allocation of taxes and funds and it is constituted after every 5 years. Now my simple question to all learned rotters out there, how allocation is not considered when element is not present.
Getting 9/9 Left two due to confusion…and overall 97+121…is there any hope OBC CAT ?
