How to approach Polity in CSAT-2015?
Yes, after all the purpose of doing this answerkey majoori is not cut-off speculation but to fine tune strategy for next year.
- NCERT Political science must be read. Even though no questions came from CSAT-2014), but it has its utilities.
- Indian Polity by M.Laxmikanth (Tata Macgrawhill Publication) must be used as Base-book for polity theory. All chapters, appendix must be prepared in thorough detail, all mock questions must be solved. Although recent exams have been mainly focused President, parliament and DPSP chapters and overall easier nature of question compared to last year. BUT you cannot take anything for granted in UPSC.
- India Yearbook’s Chapter 3 (Polity) must be read.
- Polity Current affairs must be prepared throughout the year, from TheHINDU.
- Because, even though current polity not asked in CSAT-2014, but Mains-2013 GS paper II descriptive questions on polity, had the current flavor.
- Besides Current Polity important for interviews and backup exams (SSC, CAPF) etc. anyways.

But the word “no confidence motion” itself is not given in Constitution itself, it comes from Rule 198 of LokSabha Rules. Therefore statement 1 is right, NCM not in Constitution.
- Same chapter page 22.29. Rajya Sabha cannot pass cannot remove council of ministers by passing no-confidence motion. Meaning- statement 2 also correct- no confidence motion can be introduced, only in Lok Sabha.
- Therefore, Answer C Both 1 and 2 correct.
Counter view:

And since intake is to be about 20000 candidates no body can tell for sure what would be the cut-offs…
though paper 1 was factual yet most have got many wrong questions….and in paper 2 there is a general decrease in score of good candidates is by 25 marks…so fingers crossed and start prep for mains…:) BEST OF LUCK

according to me constitutional govt is one which runs according to constitution(some rules) whether its a democracy or monarchy. so according to me answer should be D neither is correct.
Alternative view for the “Constitutional Government” Question —
Strictly speaking, a constitutional government only guarantees that there will be a constitution, nothing else. So cant say. Therefore neither 1 nor 2. What say?

maybe reading o p gauba’s political philosophy would would come in handy. (it’s a thin concise book for philosophy optional but i would recommend it to anyone if time is not a problem)
in an authoritarian set-up, constitution is not supreme. it may be there or may not be there , but it’s not supreme rather, say for example a dictator or monarch is. so, to say that a c-nal govt can be anything whatever is mentioned in const, even monarchical or dictatorial is actually paradoxical if you think about it. in a c-nal govt, the govt derives its authority solely from constitution. but, what is the source of authority of constitution itself ? can it be a monarch or a dictator?…no, because then it would lose its supremacy. it can only and only be , in all cases, “The People” (through whatever means or mechanism). …the idea or philosophy of trusteeship (which even Gandhi mentioned in a specific matter) comes here.
In simple words, people collectively establish an authority i.e. govt , impose their ‘trust’ into it and give it the legitimacy and authority to govern themselves within the constraints of The Constitution. So, in a c-nal govt, it’s ‘the people’ who limit the powers of the govt (in a subtle sense), not the other way round. (this is of course all theory, the reality is much different as we all know) . So acc to me only option 2 is correct. Any counter-view is more than welcome.

mrunal.org ur efforts are unconditional.just keep going like dis…To say abt the exam well it was my 1st attempt never thought like going,but on the last minute I went for the exam,as I was absolutely ill prepared for the GS-1,not started/(dont have those high frequency books on polity,hist,geography etc ..never read any ncert books as I’m from vernacular medium schools…but after writing GS-1 I can say ,all those news paper reading,blogs,articles in recent times really helped me..I even dont read those as if I was intentionally preparing for CSP,but these are my hobbies or I like reading those,And I bet these readings and application of this limited knowledge paid of well to me…And for paper -2 CSAT,Its my forte I can safely say it,(touchwood),BTW I was preparing for CAT for last 2 years,so just went for paper-2 without any hint of preparation (I like solving apti)Overall I’m happy with my performance,I know this CSP 2014 is not 4 me,BUT ihave the silverlining experience by giving this exam,From here on It will just go on……IF all goes well and UPSC doesn’t scrap CSAT from CSP next year I’ll must be on the other side of grass.

As u know I am targetting for CS/IFoS exams although I couldn’t prepare for it due to urgent domestic requirements. So I started preparing from this month onward.
I appeared in prelims on Sunday and checked the key yesterday. It seems that coaching institutes also don’t have fair ideas. Because they have given some biology answers wrong.
But if I follow their key, which is sure to be drastically mistaken, then my marks are as follows:

Correct. : 58
Incorrect. : 29
Left over. : 13
(58×2.0)-(29×0.33)
= 106.43
GS II
Attempted : 58
Correct. : 51
Incorrect. : 07
Left over. : 22
(51×2.5)-(07×0.83)

Total : 106.43+121.67=228

Your calculation is wrong. The penalty for negative questions in part 1 is 2/3 and not 1/3.
The state works for the welfare of the people, if the people are not happy, than there is no use of the state.
so, option B should be the answer i.e. Places effective restrictions on the Authority of the State in the interest of individual liberty

In Qs regarding “Planning” in India
In my view Option b) 1,3,4 is correct
1) In addition to distribution of net proceed between Center & State, Constitutionally FC has to suggest measure to augment the consolidated fund of India/State/Municipality & also grants in aid, (Which is encroached by PC).
2) NDC is a coordinating body for follow up plan already made by PC.
3,4) Every ministry have to make their own annual / Five year plan Which finally have been compiled by PC.
5) Parliament role is to Legislate.

You are having fairly good chances for clearing. So don’t waste time and start preparing for mains.
I had scored 220 in last pre, but this time because of some or the other reasons none of my plans worked properly and I m expecting around 180-185, mainly because i did very poor in Paper 2 in which I had scored 148 last year. I am from open category so no hopes of clearing the exam. Not getting whether to continue with the study or no. Please help me out.
With regard to constitution question some assumptions people made that question was related to Indian constitution only….for instance art 22 mentioned in only in Indian constitution and not in others….art 22 has been criticized all over the years for being draconian(detention part)….apart from it there have been some articles restricting individual liberty for the interest of public at large and not state authority …..had there been word reasonable restrictions instead of effective we might have marked that as correct……these articles ( 22,352 etc) are exceptions and not rules …they were admitted in Ind constitution due to some difficult circumstances India was facing at that time and today also….but they were not the philosophy behind creation of constitution anywhere in the world including India…..so in my opinion only b should be right answer

I met with around 30-40 people who wrote prelims this time and went till mains (=senior players). Majority of them were telling that this time cut-off will again go high (~240 ). Here the number of people who are discussing is anyway not comparable to total number of people who wrote exam and number of people staying away from these cut-off speculation platforms. And anyone who is confident of getting into mains do not come here. Sorry guys…almost all of you who are asking ” I referred this answer key and I am getting this much marks in GA-1&2… Is there any chance for me to get into mains” will be out of game (if not now, then will be after mains… I think you people are the one who wasted your time discussing English comprehension, translation and scrapping CSAT issue… Now its time to regret…!!!)… Please go and start studying, you are digging ur own graves… Prepare plan/roadmap and start working according to that….
