UPSC Notification 2015 is out
- online application link: upsconline.nic.in
- Read the notification carefully before applying.
- Last date to pay fees: 18th June 2015.
- Last date to apply: 19th June 2015. Till 23:59 hours.
- Prelim Exam date: 23rd August 2015 (Sunday)
- Total vacancies: 1129. within that, 29 for physically disabled
Age & Attempt limit for UPSC
- Minimum age is 21 years.
- Age is counted on 1st August of 2015.
- Candidate who gave Prelims-2011, is eligible for one more attempt, even if he has crossed the age / attempt limit in following table. Ref: rule 3(ii)C on page 2 of notification
- Candidate already selected in IAS or Indian foreign service (IFS)- not eligible to appear.

Above relaxation are cumulative e.g. OBC candidate from J&K = 32 + 3(OBC) + 5 (J&K) = 40 years up age limit.
What doesn’t count as an attempt?
Ans. If you applied in previous exam, but remain absent in BOTH prelim papers, then your attempt is not counted.
Education requirement
- Bachelor’s degree from a university setup under union or state act or ‘deemed university’ under Union Government C.
- Candidates from last semester can apply, provided that they can show proof passing examination in October /November 2015. Because at that time, they’ll be required to fill up a new form for Mains exam (known as DAF form i.e. detailed application form).
- MBBS candidate must finish internship before interview phase.

Which jobs reserved for PH?
- 13 for Locomotor + 5 for blind + 11 for hearing impairment = total 29 jobs reserved.
- The ‘physical requirement’ for particular service, are mentioned in first table of the notification. from there you can find out whether your given disability is eligible for IAS / IFS or not?
Multiple applications by same candidate?
- Every time you apply, you get new registration ID (RID). you must preserve RID because you’ll have to quote it again in the Mains application form i.e. DAF form.
- If you applied multiple times (because of computer glitch, fee problem or xyz reason) then when downloading hallticket, you should use higher RID. Because higher RID corresponds to your latest application.

To claim OBC reservation benefit in UPSC, you need TWO certificates:
- OBC caste certificate
- Non-creamy layer certificate.
- Non creamy layer status depends on your parents’ income and property.
- It doesn’t depend on your income/property
- It doesn’t depend on your husband/wife’s income/property.
- If your mom/dad is government employee then INCOME criteria doesn’t apply. (e.g. if dad is class3 employee, then it doesn’t matter whether he gets 6 lakhs or 7 lakhs. You’re still non-cream layer. For more, read this PDF file click me)

I’m from SC category. And this year my 1st attempt to cse. (Age 21)
Should I fill YES in age relaxation?
I have already filled YES as I thought this will be considered according to the age limt of SC… And may be all sc candidate are required to fill this for getting relaxation in future attempts… Should I fill new form?
It is better not to use the relaxation now. It could be used only when the 6 attempts are exhausted and that would be the wise choice…
You must fill No. It is given for those candidates who have crossed age limit and claiming for age relaxation.

Thanks Diwan. Then in the print out after the completion of the part-1 have you appeared in 2011? the answer will be “No”…but in reality I appeared but not last attempt. Anyway thanks for your reply. This is helpful.
For all those who are facing doubts regarding the question-“Have you appeared at CSP, 2011 but are otherwise
ineligible for Civil Services Examination, 2015 either due to completion of the number of attempts available for CSE, 2015 or due to attainment of upper age limit on the crucial date for Examination as per CSE, 2015 Rules? The candidates must ensure that they had appeared at CSP, 2011 before applying for CSE, 2015 if they are otherwise ineligible either in terms of age limit or in number of

I enquired from Under secretary, Examination, UPSC through the phone number )011-23387410 given on website which he picked up after trying 1000 times.
Answer:- those who appeared at 2011 CSP but are otherwise ELIGIBLE should write “NO” because both the conditions in the question are not being met by them viz.1. Appearance at 2011 plus ineligibility for 2015.(Logical reasoning guys)
Secondly, those who are choosing YES as an option for this are being asked another question in part 2 which is “Was 2011 your last attempt”- which clearly proves it is meant for those who are ineligible due to either age or attempt exhaustion.
sir , i have a query that those candidates whose father is of class 2 officers(non-gazetted) and whose annual salary is 6-7 lakhs they belong to creamy or non- creamy layer????

Sir I have an OBC certificate on which it is mentioned that I am from non-creamy layer. Is it still necessary to obtain a non-creamy layer certificate?
Sir i am from andhra pradesh. .here they are saying there is no separate non creamy layer certificate. ..obc certificate has in the end a sentence as this is also to certify she doesn’t belong to creamy layer. .so same certificate for both obc and non creamy layer. ..would this really suffice the purpose sir..? Otherwise there is obviously other NCL certificate in every state

So thay means, we have to score only im gs paper im prelims. We can just score 66 in csat to qualify. So the max marks is only 200?

If I am not sure where I would be on the day of the exam, can I fill multiple forms (each with different center), so that on the day of exam I could decide which admit card to download and use?

Hello sir, I have filled wrong entry of attempt in 2014 application form but I couldn’t clear pre exam, is there any need to mend this mistake bcoz there is no restriction of attempt for sc candidates, but I filled correctly in 2015 application form. Somebody help me, thanks
I belong to OBC category and my certificate was made in September 2013. Can i use the date of that certificate in prelim form or do i need to apply for a new certificate? Please help me. I m in serious dilemma.
